Pakistan's AG Report 2024-2025
Pakistan’s Auditor General Report for the audit year 2024–25 (covering financial year 2023–24).
Each audit cycle reveals not just numbers, but a trajectory—from petty theft to institutional plunder.
The Geography of Corruption:
The Boldness of our frauds and the lack of shame can be seen here:
Vienna embassy officials forged cheques.
KP treasury theft in broad daylight (Rs 40 billion).
Punjab parked Rs 988 billion in commercial banks.
Defence contracts split to bypass bidding.
PTA allowed Jazz to overcharge Rs 6.58 billion.
Customs cleared banned goods worth Rs 10.5 billion.
Railways lost Rs 12.49 billion to land encroachments.
As a nation, we love myths, one of them being the recovery of funds:
Punjab recovered Rs 2.2 billion against >Rs 1 trillion.
KP recovered a fraction of stolen funds.
Defence ignored 1,315 PAC directives since 1985.
WAPDA: No inquiry despite Rs 29.41 billion loss.
PTA: No penalties despite regulatory failure.
Customs: Less than 2% of contraventions pursued.
Fraud has evolved from crores, to billions, to trillions. Theft is no longer an exception, it’s a trendline. Corruption, termed as a cancer, is no longer a disease in one organ, it’s the new blood.
From stealth theft to audacity theft. No shame. No fear. No consequences.
Two years ago: Corruption looked like incompetence.
Last year: It looked like a system being eaten from within.
Now: It looks like a nation that has accepted dishonesty as normal.
Theft is no longer a stigma. Fraud is no longer hidden. Institutions look the other way. And the public has stopped being shocked.
This isn’t just about stolen money. It’s about a stolen conscience.
